2026 Update on the FEMA Process

Below is an outline of the disaster process as given by Emergency Manager, Jerry Stacy, during the Perry County Fiscal Court Meeting on February 10, 2026:

If we have a disaster, we do preliminary assessments to determine if we have enough damage to qualify for the disaster. If we are declared, we must go to each site and write it up in survey 123 so the state can see our damage. Once we are approved KYEM and FEMA come in to see enough sites to make sure we have enough damage to apply for the grant. As of right now we have 5 disasters open and possibly a 6th with this ice storm.

• PDA
• Site Inspections with FEMA
• Answer calls to damaged areas
• Upload in Survey 123
• Meeting with FEMA, State and other initiatives.
• Help with documentation, GPS and mapping
• EM calls
• Keep up with the contractors
• FA labor

In the 2025 disaster 4860 we had 147 projects (10 sites in each project) 22 obligated

4864 we had 16 projects with no obligation. Obligation means we are going to receive funds for the project. But the other projects have not been approved yet.

There were 32 families displaced in the 2025 flood. We have shelter in the Perry County Park for these families. Currently we have 8 families in the park.
